Interface IStateAction
An IStateAction is an IAction with the following rules:
- signifies the intent to alter ISavedData
- processes that do not lead to ISavedData changes should not be in this class
- Apply() may involve different IServices and IEntity
- is dispatched as an IAction after performing Apply()
